A Drunken who thinks he is Frodo should have a fake ring. It will make them think it works, and they can give it to others, but it actually does nothing.

As to your other comment, hence my solution number 1.  Thanks for reading the post all the way through.
Well, at first I was agianst the fake ring(I accidently pasted it after the nO). Now, I think I like the Idea.

The Drunk Hobbit was an afterthought meant to keep role-claims from being 100% trustworthy, but I like Frelock's suggestions. I'll need to give it a once over tonight to tweak out the kinks.

Also, Org: I figured Ch.2 would be set in the Council of Elrond, where players were vying to weed out agents of Mordor among the factions (Dwarves, Elves, Men, and the Fellowship), and decide who to send on the quest to destroy the ring.
After that, there's Moria (No one can see who's who in the dark), the Sieges of Isengard and Helms Deep (those might be tough) etc.

EDIT: Been looking through the LoTR wiki for ideas too, and found some random Tolkein Trivia:
Gandalf held one of the three Elven Rings, Narya, the Ring of Fire.
Elrond, Elf-king of Rivendell, is actually Aragorn's Extremely-Great Grand Uncle

You know, it might be fun to run through an entire Alternate Universe LoTR Storyline through Mafia games, but I don't know how many scenarios could be made for certain legs of the story. I mean, at the start of the story, Mordor really didn't have a whole lot of power in the lands around the Shire, save for the Dark Riders on the roads.

Bree is the first place I can think of that has this kind of dangerous air, with new and untrustworthy people surrounding the Fellowship. If anyone else has ideas for future Chapters, they can propose them, but I'm going to be running this one first.

Good to have you onbord! Player list updated, and rules on page one have been amendedw to deal with the problems Frelock pointed out.

Notable Changes:
- A Regular can now be a Man or Hobbit.
- Drunkard "Hobbit" is now a Hobbit, instead of an extremely delusional Man.
- Drunkard "Hobbit" powers are worked out on a Role-by-Role basis.
- False Ringbearer role added.
- Nazguls' Agents kill rules have been tweaked, allowing Pippin to block killers.
