Dump barrel's liquid contents.

Situation: You have several barrels full of gnomeblight and golden salve.  You want to get rid of it, but you want to keep the barrels as well.  At the moment, you cannot do that - the barrel's tied to this sort of contents.

Suggestion: Marking an extract for dumping destroys it (much like dwarves destroy cave spider webs instead of hauling them), thereby freeing the barrel for another use.

Even with normal bins full of clothing or barrels full of food, this could be appropriate if you really want to free up some space for the necessary booze, etc. Any item in a container should have a (t)ake out of container option. More simple, every container could have an (e)mpty container option.
