Enough notable kills might suffice, especially if the enemy actually becomes a threat

Or that. But something extraordinary, anyway. Something that not only makes them famous, but can be supposed to give them the confidence in themselves to make them warriors of Legendary caliber.

How would you separate Notable Kills from Exceptional Kills?

Notable vs. exception is a difference in semantics.  However, there should be some sort of designator for killing an enemy golbin or orc champions or military leaders.  There should be a similar, but much grander, designator for killing a megabeast or near megabeast.

Considering the scale of sieges atm, perhaps just bodycount would suffice? Regardless, however, legendary simply means their SKILL with the blade/axe/etc is legendary, not necessarily their USE of the skill in battle. Them suddenly becoming more skillful just from slaying a megabeast or something-perhaps just by luck-would make little sense, especially if a novice sword user gets the kill and suddenly becomes legendary on the spot. The fact that legendary dwarves automatically become champions is being removed in the next update-then, even a legendary guy in all skills would just be an elite marksdwarf /weaponmaster.

Legendary skill without actually knowing how to do battle? I don't think you thought that through

You shouldn't even be able to become elite without significant battle experience. Assists would probably need to be tracked, otherwise someone is going to consistently killsteal and stop the recruits from progressing
