Get an IRC client (I use Chatzilla with Firefox). Open it. Type "/server irc.newnet.net". Then "/j dicebot".

Of course, it's not up right now, but if you see a green ONLINE status in my sig, it's likely up and running.

Basically, everybody has five dice rolled secretly. Everyone takes turns bidding how many dice they think is AT LEAST on the board [Example 2 2s.] The next person can either bid higher (Either more of a rank or a higher rank of the same number [3 1s or 2 6s.]) So, the one who was correct loses a die. However, you can call dead-on on a previous call and if there are exactly that many everyone else loses a die. Game continues until only one person is left with dice.
