The dwarven economy is just a stand-in, from what I understand. As it is, it represents an actual economic system about as well as poison ivy represents a salad.

After much thought, I'm going with the early guns.
I also like the idea of toady worship. Mayhaps the driving force behind the settlers of bay12 is that they are all members of the small, race spanning cult of beyond quality, who worship the divine toad?

Why "Early gunpowder weapons"?  Can't we have steam power without guns?  Maybe even baroque electric lamps and trains, but everyone still has crossbows, because no alchemist has yet stumbled upon the right combination of innocuous ingredients to make black powder.

And steam ships do not make for challenging colonisation of the new world. You just move an army in for cheap and kill everyone, move in your pre-built factories, maul the local forests, mine the shit out of everything, whilst importing food from the old world until you finish your heavy duty-farms. Any natives that want a piece of you have to face your awesome productive power and the fact that you can have an army there within two weeks.
Although if you can think up a plausible way to have steam power and fun, that would be great.
On a related note, explosives of a fairly advanced nature is a requirement for steam power. On account of mining. Mining without explosives is like fishing with rods. It works, you get the fish, but daaamn it is slow.

It's worth noting that steam engines were used for pumping water out of mines long before they were efficient enough to reasonably power a vehicle.  The idea that steam engines = unstoppable naval power = no fun is just silly.  Until almost the turn of 1900, ships had sails and steam engines, because engines need fuel.  Lots of bulky, heavy fuel.

As for explosives, it need not be black powder.  It's entirely conceivable that people could have first stumbled onto high powered nitrate explosives, like the kind used for blasting but far too energetic for a controlled cannon, without ever twigging to gunpowder.  It's all a matter of mixing together chemicals that have no other reason to be mixed together.


Okay, sorry i'll put that up there.

Adding a new option is kind of pointless, since I can't change my vote to it.

Even without steam, we can still go with waterwheels and windmills, right?  And they have the advantage of requiring less fuel and being less complex.
