Doesn't the bit about levers mean they can now be placed on top of upside-down slabs and stairs? Makes much more sense that way.

I am trying and TRYING to figure out a good shape for a Vertical Windmill that I want to build. I am trying to remember the game/anime/visual image of what I am after. But regardless I just can not get the bellowing effect of the cloth to look right for the way the wind makes it twist around the middle axle....

If anyone is understanding what I am trying to achieve, any hints, clues or heck, HELP in making it would be greatly appreciated...

Methinks you are looking under the incorrect rock. What you likely want is not a typical vertical windmill (as modern ones are very different from what you would get with any cloth-based model. Instead, try looking at some big triangular sails on boats. They are effectively what you want; a large, cloth surface which angles into the wind for motion.

For a cloth look, the real trick is to figure out a way in which the general shape of the thing is still slightly spiral-ish while being blown by the wind, as sails will blow backwards along the same axis; likely using some angling of the rigging to keep them somewhat rigid
