I don't think it's a ride. The tracks pass under a one-block-high opening at one point, a rider would get stuck or suffocate (I forget how the minecart mechanics work, exactly).

Besides, you don't want to keep all of that wiring and stuff within easy reach of some vandal. Best to keep all the mechanics out of sight as much as possible.

EDIT: oops, thought you meant chest cart storage area, your still wrong, but close!

You have to figure out what it does before you can get the internets.

It's a series of redstone circuits and rails used to move carts, remove carts from the stack and place carts back on the stack.  Nobody said we can't be vague!

Nope, that's not it, and you can see all of the neccesary parts to figure it out.
