Method
I'm still using IndustrialCraft v5.12 (MC beta 1.4_01), ensuring my frame rate stays within 58-60 fps and using the same Experimental Water Mill Laboratory. As before, I measured EU transfer by checking the EU level in a fresh MFE after 5 minutes (rounded to the second).
Waterfalls put non-source blocks in four columns through the water mill's useful 3x3x3 cube. This gives 4 individual 3 cu meter columns(12 cu m). I was also careful to eliminate all water source blocks from the water mill's useful 3x3x3 cube. I included an image of the setup:

Remarks
I also started an experiment to more thoroughly support the hypothesis that blocks outside the water mill's 3x3x3 cube have no effect. I set it up by placing 12 source blocks inside the 5x5x5 water tank but outside the 3x3x3 box. I aborted the experiment after verifying that the EU level of the MFE was not changing.
My constant rate density for unshared water source blocks does a decent job predicting the outcome of q5 in the fifth trial:
(300 sec)(12 cu)(0.3 (EU/sec) / cu m) = 300*12*0.3 EU = 1080 EU.
The non-zero value of q5 means the MFE could only have recieved EU from non-source water blocks so they certainly provide EU. The fact that q5 is so close to what I predicted for source water blocks also agrees with this but it further suggests that water mills don't see any difference between source and non-source water blocks.
The funding for this project has allowed me to erect signs locating the Reactor Room, Access Shaft and Observation Room. I will likely receive further numerically literate speculation funding to do a small study with similar methodology testing the output of solar cells and wind mills. I'm also waiting to see if the SCIENCE! grant will pay for the Tesla Coil but, between the expense of caring for a pack of 8 wolves (which might be 32 any time now) and the poor location of the facility (well in the ore poor NE and in a world where caverns are less abundant, approval doesn't seem very likely.
