The moat around the edge leads me to think "Earthquake Machine"; he's going to collapse the entire map down to the bottom leaving nothing but a big empty hole in the ground.

Oh, I see it! He's mined a canyon to be flat! The white stuff on the edges is rock.

The massive stockpiles though... I have no clue!

The moat could also just be to prevent sieges from disturbing the work.

Great, I am now going to have to find a high elevation map, carve the entire thing into a massive cube and make my fortress out of that. Thanks a lot Bricks.

Judging from the amount of sand, bags, and the apparent preparation to collapse the map, My guess is giant underwater glass fortress.
