To finish or not to finish.

For that is the question.

I started a mod back a few months ago with the intent of adding many new races to world gen and possibly play in both modes. I stopped between the problem of not sure how long it will be until Toady releases a new version, which will change civilization entries greatly.

The original release will include two extra entries per original races(whom of them all, only the dwarves remain completely unaltered). After that I will work on expansion packs which will add more races. The main goal of the original project was to provide a more interesting world generation history. As well as spicing up gameplay mode.

Would anyone be interested in such a mod?

I say: why not. But you didn't give up any specifics at all. A lot of mods add new races. Items. Everything. Basically currently it's almost impossible to make something unique because everything was tried, but it's possible to make something entertaining/of good quality.

So my answer is: if you enjoy it, finish it.

I am sure there's a hell load of time till the next release, you'll manage to get babies to that time.
