water pressure Cap?

Is there a "maximum" pressure for water and if so, what is it? 

When I get home from work I think I'll build a huge tower and flood it but at the bottom floor will be several flood gates connected to a lever.

So if it's say 15 Z levels high, the water should rush out faster than if the tower was 5 Z levels high, right?

Water pressure doesn't really have a maximum, and it doesn't really have a minimum either. It's either on or it's off, as it's caused by falling water.

That said, there won't be much of a difference in how fast a fifteen story water tower will flood an area as opposed to a five story water tower, as it will be, for the most part, instantaneous. The only difference will be the volume of water.

Read the various wiki articles.

Iirc, the one on "dam" "lake" has some hints on making water flow faster out of a gate (past a set of stairs, iirc). Never tried them, but they're there.

That ~seems~ to be the case, but I've never done side-by-side tests.

Also ~seems~ to flow faster thru orthogonal openings than through adjacent diagonal tiles, but I wouldn't bet on that one either.

The reason water seems to flow out orthagonally faster than it does diagonally is because when you dig into a body of water orthagonally, the new tile will probably be accepting water from mulitple tiles. A diagonal drill site will probably only be accepting water from 1.

Well, that's one reason. I think there are more fluid calculations done in orthogonal directions than diagonal directions. Look at the magma at the top of the pipe whenever you drain magma from it. The numbers go up and down and then left and right and then crawls a little to the left and then goes up and down and left and right and so on.
