-Have hostages! 
-Instead of a lone terrorist firing back, he should run for his buddies
-Suspicious terrorists should bring a friend or two if they go outside to investigate
-The terrorists should have a "mission" which they act around, basing reactions to events on their mission goal(s)

Keep in mind this was your first mission, AND a training mission.

When you return, you go straight to Colonel Starn's office.
"Welcome back, Neil. You did a good job on that mission, although I would have preferred a few terrorists to interrogate and less mess to clean up. Doesn't matter, though. You're fresh out of retirement, so you may not remember the base. Right now we're in the briefing and debriefing office. Available in the base is a hospital in case you or your men were wounded on the last mission, a barracks to recruit more soldiers at, a jail to interrogate captured terrorists at, an armory to equip your squad at, and a mission selection room where you can view information on the missions available.
"You did a good job on your first mission out of retirement, Neil. We're glad to have you back."
He leaves you to explore the base.

"I can heal you and your soldiers one level, for instance Moderately Wounded down to Lightly Wounded. Your wounds will then begin healing on their own. I can also give out free medical supplies to heal yourself during battle, which will help injuries heal faster. However, a medkit will take up one gadget spot. For a further explanation on gadgets, visit the Armory."

Okay, uh we heal a level, and head to the armoury. And THEN the barracks. Gotta add at least one more trooper to the roster. Preferably someone we can arm with Heavy Weapons.

Replace Master Sergent Dude with a Private First Class. We don't want nobles running around, do we? More precisely, we don't want officers contesting our commandement.
