Who said submarines!?
That makes me wonder how cool it would be to build under water and play as aquanaut or something.

We're not talking full on steampunk tech; just boats.
The problem is that you can't say it's "just boats". If the dwarves invented steam power, you could be certain they'd use it for other things than powering boats. And once the dwarves had the technology, you bet their allies, and then their enemies, would gain it shortly thereafter.

When a new, revolutionary technology is invented, it doesn't stay restricted to one field of application, used by only a token few. It spreads like wildfire to everyone able to get their hands on it.

You might want to look back through history; after the steam engine was invented it was only really applied to boats and trains for quite awhile cause they were too big and heavy.

Altenately, we could have fire-man powered boilers, or give the dwarves Devices like in Discworld.

Considering that the dwarves were based on norse mythology I would say that Ships like these:
(Viking war ships) Would probabley be the best for offensive, mabey more for adventure mode or something to house a bunch of companions across the sea.

EDIT:

Largely because everyone thought he was crazy.

Oh the historian in me wants to point out it was because he had short attention span and just kinda gave up half way through the projects, if Leonardo Da,Vinci had put a little more attention to his inventions who knows what advancements we could have made in the early 1500dreds.
