What is/are the factor/s that affect if security stays at their desks when you take command of the microphone at the tv/radio station.
Is it juice/persuasion/psychology/what?

I think it's Heart and Juice. It's either that or Heart and Persuasion, but I'm leaning towards the former. Also, it's not a simple cumulative effect, it's somewhere between cumulative and an average. So having six low heart members is not the same as having 1 decent heart member take the microphone.

I think its just persuasion and charisma, since dragging along a news anchor conservative boosts your avg. Persuasion is criminally easy to raise, and charisma raises with juice.

Don't you gain juice by doing "legal" actions as well? Such as swaying the jury?

Yeah, but the majority of juice gaining actions are illegal and more common. Also, it's more of persuading a a jury during trial. Influencing them at the courthouse is illegal. Really illegal in fact.
I probably should have mentioned the "defending yourself" method though.

Spraypaint is the easiest route to juice these days but before spraypaint was in an easy two ways to get up to 20 juice were activism and community service.

You mean it gets added to your rap-sheet? As what? If it's illegal why don't they arrest you in the courthouse? I mean, the bailiff is RIGHT THERE!

It gets added to your rap sheet as "jury tampering". The bailiff isn't there; when you're interfering, they're alone for secret deliberations. This is why if you actually get away with it, you don't get caught.

If you fail to persuade the jury, the site goes into alarm mode and the jury attacks you. If you succeed, they tell nobody about your violation and you go free.

In the U.S. legal system, a jury for a criminal trial consists of 12 citizens who must arrive at unanimous consent before a verdict can be delivered.  For various other types of trial the verdict is arrived through at different means and unanimous consent is not needed on criminal trial appeals or special cases like military court martials.  But the cases described in LCS sound like criminal trials, therefore any of the 12 jurors is capable of preventing deliberations from closing after you've been forced to flee the scene whereupon the judge would be notify and a mistrial would almost certainly be declared immediately (resulting in a re-trial.)  Therefore it makes sense for the system to be all or nothing.  Either you won over every jury member or you failed completely.
