Minor note: changing my vote on the matter of "No wrestler's by profession." Yaddy is right. This could be construed as banning dwarves from choosing that profession. That is, of course, their right. It should have merely stipulated no training of Dwarves for the military on the community's dime. Same thing on the NO WRESTLER'S one for the same reason.

The democratic dwarf fell hard against the rough stone floor; the rock biting into his palms. He knew what was coming next, and he scrambled on all fours in a desperate bid for freedom. Finding no purchase in this search, he spun to face the captain, whose axe glinted in the darkness, its metallic shape dancing in the torchlight. A sadistic smirk crossed the captain's face. This was the true face of authoritarianism; the ability to turn the unthinking masses into the murderous bloodthirsty instruments of tyranny. It unleashed the immense evil present in the dull minds of every chained pleb. It was worse than an apathetic resignation to duty. The captain was enjoying watching the terror in a helpless dwarf's eyes before he gutted him. Perhaps this was the true face of Dwarvity, period. It was over. He was dead. The Dwarf hung his head and closed his eyes, awaiting the impact on the back of his skull.

When the dull thud came, he wasn't quite sure what to make of it. He opened his eyes, and the captain was dead on the floor. The Baron, Kupluk, stood with a bloody dagger in his hand.

"Quiet, Dwarf! The king ordered this man to kill you! You must escape from this place!"

"B..Baron. Sir Kupluk, why have you helped me?" breathed the democratic Dwarf.

"I will not have an innocent man - a man in my custody under my honorable name - killed in my very home. The king has gone too far this time, but you must leave! You must run! Take this knife, to keep yourself safe, and go!"

The Baron passed the murder weapon to the democrat, and he pushed him gently towards the exit. Kupluk had sent the cleaning staff home, so if the fool couldn't get out undetected he deserved to die; his purposes would be served by either outcome. Kupluk was a patient man, a young dwarf with hundreds of years of good living and power laid out before him. He could bide his time and use these Democrats to see his plans to fruition.

Quietly, he returned to his chambers, leaving the body undisturbed. The cleaning staff would find it when they returned to his home the following day. The Dwarf the king had seen fit to pardon had spat at the offer and killed the King's nephew, an honorable captain in the army. Who would question it? Who would not be outraged? Who would not... demand blood?

{Hullo, people, I have returned. Excellent writing, Hilscher!}

I support Yaddy as Director, should he accept the post. I also support Grail acting as chairdwarf for the remainder of this meeting session.

On the wrestlers point, I feel we should clarify. No-one should be made to focus on wrestling as their main military skill without their consent. We are certainly not forbidding anyone from becoming a wrestler should they choose it.

I have read through the charter, and nothing springs to mind as being problematic or lacking. I vote for it with joy and anticipation.

It's presumably too late to vote upon the other issues outstanding, or to clarify them, so I shall leave this for now.

Let Spring roll on as soon as possible!

Preamble

It is our axiomatic belief that all Dwarves have been been blessed uniformly with the powerful minds to access reason, and that reason is a universal and unerring concept that leads us inexorably to yearn for liberty. Every Dwarf, be he rich or poor, is subject only to himself; and not to gods or kings, and is as such afforded basic and incontrovertible rights that may not ethically be revoked by any authority but his own; by his word freely given. It is therefore necessary to cut bonds with tyranny, and shunt the law and unchecked rule of autocrats and kings, and establish this Free and Democratic Fortress of Equalvoice. Let this, our charter, agreed to and ratified unanimously, be our law and protector; the document of our most basic rights made manifest. Let liberty reign.

Article I – Inalienable Rights

Section 1.

All Dwarves have a free and unfettered right to openly voice their opinion and vote without fear of reprisals. No Dwarf may ever be harmed, banished, sanctioned, chained, or otherwise punished for his free right to express his or herself in so long as they are not coercing or aggressing upon another Dwarf.

Section 2.

Every Dwarf, having the basic freedoms of self-determination and self-sovereignty, is subject to no one but himself and his own word freely given. It shall not be the government’s place to infringe upon mobility; peaceful assembly; place bans or censorship; seize or compel the forfeiture of property without due cause and process; or otherwise make laws to prohibit anything, whether action or item, that a citizen may do so long as that action or item does not initiate aggression or coercion upon any other citizen or their right to do the same.

Section 3.

All citizens, having ratified this document and bound themselves by their word freely given, are subject to the levies and taxes of the community. However, every levy and tax excised by the community must be legislated by the due democratic process of the citizens; with every citizen expected to meet these levies also being given a free and unfettered chance to vote on them.  No single Dwarf or group of Dwarves may be singled out and expected to pay more or less than any other citizen, whether they have more or have less. Taxes and levies shall be excised evenly across the community without exception. No Dwarf shall be compelled to fight against his will, share or forfeit his property without the due democratic process, or be forced into a line of work not of his choosing or against his will.


Article II – Democratic Process

Section 1. Democratic process shall be headed by an elected Chairdwarf whose executive powers are those of approving or denying special motions; recording and updating the records of motions and votes in a timely and orderly fashion; dictating reasonable time frames for the legislative meetings; and seeing that every citizen is given a free and unfettered right to voice his or her vote without coercion or aggression of any kind attempting to derail free discourse. The Chairdwarf’s term lasts one quarter and he or she can serve for no more than four quarters consecutively. The Chairdwarf can be replaced at any time by a special motion of no confidence which can be initiated at any time by any citizen. An unchallenged Chairdwarf automatically retains his seat, unless he or she steps down, but must be challenged no later than the fourth term, otherwise a run-off is automatically initiated in which a new Chairdwarf must be nominated, accept, and be seconded before any other business can proceed.

Section 2. Motions may be made by any citizen at any time during the first twenty-four hours of voting, after which the time for motions passes and open motions must be seconded no later than forty-eight hours from the beginning of voting. Any motion may be voted for or against at any time after the motion is legally made until the adjournment seventy-two hours from the start of voting, with any vote made in favor of another Dwarf’s motion naturally counting as a second. A simple majority of greater than fifty percent results in a successful vote at the conclusion of voting so long as it does not violate this charter, which is determined by the judicial arm of government. Voting sessions are made without exception on the first day of every quarter, on the first days of spring, summer, fall, and winter. These sessions may not be postponed or infringed upon for any reason whatsoever by any authority.

Section 3. Three Judicators are elected by standard democratic motion and vote, each serving three years on a staggered schedule resulting in one election for a different Judicial seat per year, to be held on the first day of spring each year with other standard motions and votes. The three Judicators oversee the validity of new legislature, and have the power to veto or repeal with a majority vote between them any new law being passed by The People. A veto or repealed law automatically is made a special motion which may be seconded and re-voted on immediately, but requiring a greater than sixty-six percent majority to pass again, after which point it cannot be judicially challenged again for a period of three years.

Section 4. The Director has considerable executive power to oversee the day-to-day running of the community, but may not undergo actions not voted on at a quarterly vote except for to provide for the common defense in an emergency. Even in such an event, the Director does not have the power to violate the liberties and laws laid out in this charter for any reason whatsoever, including the absolute prohibition of compelling Dwarves to fight against their will. If providing for the common defense calls for more soldiers than the present military can muster, then the Director has the power to initiate an emergency voting session to muster additional volunteers or find alternative solutions. The Director has the power to designate labor for all citizens, but may not under any circumstances designate that labor if the citizen specifically refuses to perform it. Additionally, the Director has the power to prioritize and choose between approved projects, as it is typical that not all projects are completed within a single season. However, all Director actions are judged by the community at the start of the next standard voting session when the Director is expected to provide full documentation and accountability for all his actions and required to do so should they be challenged or questioned. The Director has a term lasting for one year, and may be replaced by a special motion of no confidence initiated by any Dwarf at any time. The Director cannot serve more than two consecutive terms under any circumstances. A Director must always be challenged at the conclusion of his term, by a nomination, acceptance, and second followed by voting. The incumbent Director is always automatically re-nominated unless he or she voluntarily and specifically declines to run for another term.

Section 5. The Sheriff is an elected position of executive power whose job it is to enforce the liberties and laws of this charter and those passed by The People. The powers he is charged with are the authority to disarm and/or detain an unlawful Dwarf; and the power to lead the direction of army training and equipping. The Sheriff may never go above or outside the law for any purpose, and is subject to the laws that every other Dwarf is. The Sheriff’s term lasts five years, and may be replaced by a special motion of no confidence at any time by any Dwarf. The Sheriff may not serve more than two consecutive terms.

Section 6. Bookkeepers and other such civil servants are subject to appointment and dismissal by the post that creates them, unless legislated into higher prominence by standard motion and vote of The People. All appointments and dismissals must have, for any legitimate authority to be vested in them, the full disclosure to The People and ratification of them by special motion and vote; without exception.

Section 7. Special motions are those motions not put forward during standard motion windows on the first day of every season. These include votes of no confidence and other nullification votes; nomination and election votes not completed within standard voting windows, and any other pressing business not submitted during standard voting. These are subject to Chairdwarf approval or disapproval except for votes of no confidence which can never be disallowed at any time made by any citizen, and votes which may present a conflict of interest, as decided by a majority decision of the Judicature.

Section 8. Elections are votes dictating the transition or retention of the power of a governing post. These consist of a nomination, acceptance, second, and/or standard vote components. A dwarf may nominate himself, and then be seconded, foregoing an acceptance, or a dwarf may be nominated and and accept, his acceptance acting as a second for the vote. After both nomination and acceptance components are met, standard voting and a simple majority decides the results. Elections may never conflict over overlap, and always be clearly defined as to which post a Dwarf is being elected to.

Also I support Yaddy for the Director position and Hilscher to remain Chairdwarf for another term.

It's also a great pity we lost some of our members.

Technical question: should we build a dwarf-incinerator machine to imitate the dwarf emigration from the community?

That's... An interesting question. The way I wrote the fluff, I left open the possibility for either or both of them to come back if they ever felt like it; and gamey stuff doesn't bother me that much. Easily rationalized by the constant trickle of immigrants. Simply nullify their Dwarves back to their 'unnamed' state, and say they replaced those who left. I'm hoping this is tolerable, because I'm sort of hoping we can pretend the Humans are the Mountainhome Dwarves and the Mountainhome Dwarves are the Humans so that we can eventually fight them and have good relations with the Humans. Just putting that idea out there now, and seeing if it floats.

EDIT: By the way, are you not accepting the Chairdwarf position? From the way you wrote your post I'm not sure. I know the Chairdwarf post is very demanding in terms of time, and from your update it seemed like you were somewhat pressed for time, so I'm willing to be Chairdwarf for the next term too, if that's indeed what you were saying. and Yaddy hasn't been back to accept or decline so I'm thinking I'll nominate Emmanovi so spring actually can roll on.

As mentioned, Lav and Yaddy have my full support. If the latter declines to act as director (or doesn't respond soon) then I'm happy to take it. Owing to being thrust back into the full flow of education, I might have to make my reporting somewhat more concise, but I'm happy to break it apart somewhat rather than provide one large post. Though as I said, Yaddy has my support first.

I concur Lav, it is the greatest shame that our numbers have been diminished in this way. I can only hope that others are not put off by this and that perhaps some fresh dwarves may decide to come and take part in this community. Maybe an alteration of the first post, or the title, to reflect that?

Incidentally, I'm aware that the motion to give all dwarves the animal care labour as standard failed, but would a director not have power to apply this labour to anyone who did not object?

Well, then you're Chairdwarf. The only person who hasn't voiced an opinion in favor of you is Yaddy. Chairdwarfship isn't exactly hard, as long as you repost or link to the votes on every page so that people don't have to work at it every time they look for the votes, and you format it simply towards readability. The main thing is that it requires reading every post. As it is, it is probably the most time consuming job we have available, almost to the point where we need to expand the bureaucracy to meet the needs of the expanding bureaucracy. We need more PC dwarves to keep up with the ballooning population of NPC dwarves. @_@

So, gentledwarves, the current list of objectives for the Spring season according to the current vote is as follows:

1. Exploratory mining on the entire map (at least one shaft per map region).
2. Completion of perimeter by digging through rock in the north-east and south-west sections.
3. Set up barracks and archery range (in tower).

All other motions have nothing to do with actual work, they are either organizational (Charter and defensive issues) or can be done instantly (like designating the statue room as the meeting hall or assigning a bookkeeper).

So I think it is worth pointing out that the list of development objectives is too short and can be easily accomplished in a month.

So, in order to provide the Director with enough objectives for the entire Spring season, I suggest another 72-hour motioning, discussion and voting period. It is also suggested that the Director starts working on already accepted objectives immediately. By the time he completes them, I hope to get the expanded list of objectives for the remaining part of the Spring season.

We still don't have a director, so that's fine by me.

I will throw some ideas out there.

I move that we go ahead and do the second level of walls and the catwalk/battlements.

I move that we add another level to the tower with exits for our eventual causeway, as per Lav's designs.

I move that we dig Secession's Redoubt for the future, as a sanction of the act of protest, and as an emergency fall back position.

I move that we build a siege workshop.

Lots more, but in a bit of a rush today. A lot of plans necessary, especially for Lav's causeway idea.

A two-level-high wall, with second floor turned into fortifications and a catwalk along the inner perimeter.

There should be no staircases from the catwalk to the inner yard (any staircases built during construction should be removed). When completed, the catwalk should only be accessible from the tower through the bridges.

Tower will have 1-tile-wide bridges in all 4 directions on the second level.

Note the up staircases on the catwalk - they will be necessary once the third level of defences will be complete, at this stage they can be replaced with regular floors. All outer walls on this second level are obviously fortifications.

For further development it is suggested to build inner walls as well, both for causeways and the perimeter catwalk, making them fortifications as well. This way, marksdwarves will be able to control the inner courtyard while being protected by fortifications from enemy fire (if any).

Next step for development includes building walled causeways on the third level as well. However the walls for the 3rd level causeways must remain solid walls. When this is done, 2nd level causeways (with fortifications) should be marked as Low Traffic. This will result in all traffic from the tower to the outside fortifications going through the fully protected 3rd level causeways, while marksdwarves may still be positioned on the 2nd level causeways when necessary.

Note that it is not necessary to build entire outer fortification wall on the 3rd layer - a protected staircase down to the battlements on each side should be enough.
