The Zefies' enthusiasm for battle continues in spite of the lack of suitable targets, and bows are made to support their forces. The Zefies' lack of hands makes them poor archers, but they're quite capable of putting pointy things in the air. An iron mine is built in the mountains, and a smithy is prepared to work the ore it produces. Some workers are already experimenting with better ways to use iron, but they haven't come up with anything really usable yet.
Meanwhile, development of more sophisticated government has started to bear fruit. Written messages sealed by wax can be carried from the city to colonies and back, providing slow but passably secure communications. (A giant message-launching catapult was considered, but the notion was quickly discarded when the researchers realized they had no idea what a catapult was.) A local government can be set up to manage day-to-day affairs, so quick communications are not essential.
