Do these tags do anything for creatures which live on land?

Why do humans have them?  Will removing them have any effect?

Human *entities* have them, not human creatures. They give preference for seaside or lakeside civ sites.

 But yes, I have done some editing to these relevant tags(Mainly to the effect of having goblin towers appear in deserts). They do cause subtle increases in ocean and riverside civilizations. Still, they need to be in another biome they are assigned to. I do not know the effects of having those tags alone, but most likely civilizations would not spawn.

My experience with an ocean-only civ was that it spawned on along a random seashore and failed to spread anywhere.  The initial site was probably considered inaccessible to the surrounding land (being a water tile on the regional map, though a land one on the local map) and so it couldn't path to another potential site.  That's my guess, anyway.  I don't remember visiting it in Adventure mode, but I assume it'd be pretty wonky.

Regardless, it didn't spread worth a damn.  Just sorta sat there.  There may've been more than one city, but I'm pretty sure it was just the one.  I do not endorse the use of [START_BIOME:OCEAN].

My own testing with the tag [START_BIOME:ANY_OCEAN] have led me to agree with you in that they will spawn along some random ocean, but not that it is impossible for them to spread, just very difficult. These civs can spread up and down the coastline and can even jump out to islands that are in the middle of the ocean. I have even had civs like this cross oceans by building cities on various islands until the other side is in their range.
