I can because it keeps calculation low. Dynamic (3d) water is one of the hardest things to possibly do in any Video game.

DF isn't 3d. It's 2d pretending to be 3d but it's not nearly as complicated as trying to simulate water movement in a full 3d environment.

Nnnnnno, it's 3d.  It's a VERY granular 3d.  Individual tiles have height so there's some 2d elements, but when you consider pressure and stuff, it's definately a very hacky 3d.

I'm still going to disagree. Individual tiles have a single number that determines how 'high' the water is and a simple set of rules that control how it behaves in relation to other tiles. It does its best to behave like 3d but it's still only 2d. Dynamic water in a, say, true 3d environment is a completely different beast than DF and regardless of any semantics you might want to argue, you can't draw a comparison between this and that.

Well, even if the system were doubled to a 14 unit system, that would make it alot more in-depth for me.
That "14" are TWO symbols to display. So 9 is maximum for that purpose.

The key question that need answering is...

Why?
With just 7-levels, we already get a pretty good system.
1 evaporates.
7 is full.
Any finer then that currently won't add much to the game, other then increasing the number of bits needed to track each tile.
7 is still evaporates when poured into warm obsidianized magma pipe.
So even some z-levels of 7 water evaporates.

Actually, it doesn't evaporate.  It turns into steam.  There's a difference.

Admittedly steam is a little harder to come by in the current version (I believe you need to do water onto magma, not magma onto water, but you end up with less obsidian) than it used to be.
