Well, I mean more the Imperial Guard. Spess Mahreens can afford to be stupid since they're walking tanks. But when you're a very mortal human commanding very mortal humans against something very much less mortal (everything except grotlings, maybe?) it should encourage critical thinking.

Well you have to remember one thing, the enemies the Imperial Guard faces would rip apart even the badasses of other universes, by this logic, while the Imperial Guard....suck, they can with numbers hold their own against these things, makeing them an army of badasses, just not badass enough to be....well GOOD in the universe that is 40k. Plus the Guard had been able to, mostly, hide behind the Marines for so long that the ideas of 'tactics' kind fell out of use. Or this could just be me makeing excuses for the fact the game designers/story writers just don't give two shits about tactics.

The background fluff for the IG doesn't show a lack of tactics, since its greatest level of detail amounts to "so like, they totally attacked this planet and won and shit". Horrible tactics are just the result of bad authors who don't understand basic military strategy, or bad authors who want to make it look MOAR GRIMDARK by making everyone in a position of power maliciously retarded (this is mostly Dan Abnett's Gaunt's Ghosts series (from what I've read, at least), at least the early ones (which are all I've read), and it seems mostly done to make the extremely mediocre Ibram Gaunt seem like a genius by making everyone else actively malicious and/or retarded, though going off his Eisenhorn and Ravenor books (which were awesome) he's either just bad at writing IG, or got significantly better since writing the early Gaunt's Ghosts books (which I believe may be case)). They actually seem to use something appreciably like modern tactics (converted into the terms of the setting, necessarily) in the Ciaphas Cain series.
