When I was breaking through aquifer with Ice, I tried to carve Up/Down Stairs (X ones).
It instantly turned into water (stone).

Reproduced it on frozen pond.

Up Stairways and Down stairways works fine.

Ice stairs sometimes melt because underground is warmer than the surface.

It was not melting, just turning into stone ice. (Called water)
And making up stairways on almost same spot works fine.

It's been a while since I dug in ice.

Its been like this for a long time, which means digging down from the glacier into the stone below is often times problematic.

If you make the area outdoors though it won't vanish, its just if its indoors it will warm up enough that the stairs instantly melt.

remember aquifers can be tricky.  If there's any way the water can seep into that tile it will turn it back into a block of ice.  So while you were digging those stairs, you might have just done so right next to an aquifer wall and its filling up your lovely stairs then freezing into nice clean ice!

When digging down into a glacier, ramps can be used for that point where ice meets rock.  On that z-level, stairs cannot be carved out for some reason.
