Are the lower tax rates some sort of bug? Surely tax cuts is something the game should inform you, right?

ive never seen a tax cut before... and afaik damaged artillery cannot be reparied. ever.

Cool, I needed the names.  I have no idea how many towns I'll found, but I can think of at least six places I'd like to plant some.  I really need to get this place fortified.

Yeah, I only did a dozen turns, but they were an important dozen.  Here's what's on my plate now.

The Sioux, after generations of strife under the English, despise the white man in all his forms.  The only cure for them is death.  They're not dangerous, but if I don't wipe them out they'll be irritating forever.  After that, I've only a few options-

Wipe out the other primitive tribes, since they are theoretically sitting on land I can use.
Embark on the Second Voyage of Gold to slaughter the Incas for mountains of treasure.
Actually build and develop all those towns I've neglected, and the many more I need.
Restructure my population to a full scale military mode to fight the Incas, and later Spain.

Put simply, my entire military is about the size of the Expeditionary Cavalry Corp.  Spain's infantry number more than the whole Mountainhome district.  On the other hand, I have a hundred thousand pesos, and at least that much left to claim.  I could buy literally dozens of Privateers or Frigates to stop the Expeditionary Force cold, and attract more immigrants to turn into Dragoons.

And as always, more names needed.  So Nonsensicans, what's my next move?

Buy a ton of stuff and then seceed. Destroy the loose little tribes and the reclaim party spain will send you, and then go home for tea and cakes.

Consolidate your forces, fortify your towns and prosper.

Then kill, pillage, slaughter, burn, murder et cetera.

Not your own towns though. That would be stupid.

Build up your own cities as much as possible, while sending our your Grand Army of Nonsense to conquer whoever's convenient.

What else can you spend money on?  Just supplies, soldiers, ships, and colonists, right?
Your army can still conquer a few more towns, right?  If not, reequip and reinforce them, send them out, and spend the rest on the colonists and colony improvements.
You  need to have a fortified megacity as the capital to your new Empire.

The dwarven economy is just a stand-in, from what I understand. As it is, it represents an actual economic system about as well as poison ivy represents a salad.

Wipe out primitive tribes and build up cities. Once you have a hardcore army, conquer the Incas and use their gold to defeat Spain once you secede.
