Not only is it random, but it's not limited.  I had a game where, by 1560, I found two Fountain of Youth bonuses.  Buy 1600 I had a population of 35 as the Dutch.

Voting is now closed on the town name (it's Bay 12), but I'll still take suggestions on how to run things.  This isn't a quick process.
