First, I'm gonna whomp on the French some more, because I can. Turns out, this is a better idea than it seems. I think every time the AI is "defeated" it gets a generous reset. When I conquered Montreal, I seized about 200 pesos. Martinique just netted me 5000,
5000 even pesos. I'm debating whether this counts as cheating, because I can probably just farm new French reset-colonies for assloads of cash.
Anyway, I disbanded that town and put the Pioneer to work.

Something peculiar is happening on the English islands.
A few turns go by just juggling people and production around all my dispersed cities. Much like Dwarf Fortress, I'm realizing that efficiency is more trouble than it's worth.
