Alright, I'm finally ready to act.

Will you warn me in advance if I do something stupid like shooting my own guys or jumping to my doom? I'd appreciate it.

Alright, I think this is how it's done:

Grunt 5: JU, JU, Fire at C9, JD, JD.
Grunt 8: JU, JU, SE, Fire at C9
Grunt 7: JU, JU, S, S, Fire at C9
Grunt 6: JU, JU, S, S, Fire at C9
Grunt 4: JU, JU, S, S, Fire at C9
Behemoth: E, E, E, E
Grunt 1: E
Grunt 2: S
Grunt 3: NE, E.

I think that's all of them.

Hey, to whomever is controlling the blue guys, If you stick to fighting the red guys, I won't attack you until they're entirely defeated, then it can be just us. How's that sound?

Hmm..

Grunts 5 and 8 can't shoot at C9 from there (has to do with height gradients), and Grunt 3 moves into Behemoth 9, but that can be alleviated with one more E to its movement (or moving NE, NE).

About height gradients. A comprehensive tutorial.
Take the height of your unit. Take the height of your target. Lower 'em both until one is zero, now you have the difference. To see the gradient, divide the difference by the range you're shooting at the target from (see the Range Table). Now look along the firing line (it goes from the center of your unit), and apply the gradient for each tile's worth of length that it goes. If at any point the terrain is more than 0.5 levels higher than your firing line, the shot is impossible.
In your case, the gradient for shooting 2 levels down at 6 and 5 range is 0.33 and 0.4, respectively. And both firing lines touch the edge of the 2-high wall at the centerpoint, obscuring your target much more than 0.5 levels.

I see how this can be frustrating to figure out. Should I do away with this system and just go with Super Robot Wars instead? Translating tabletop methods like "see if more than half of the target is visible from the attacker's head-level" to top-down per-tile format is turning into geometry hell.

Yeah, let's go with the simpler way. I'd hate for you to overburden yourself with complicated math on each unit.

He he, no, that won't be that simple. At least the ongoing rounds will be played with the current way. We'll struggle through. ;) The SRW system has a lot of other implications I'll have to overcome.

If not ignore Grunt 3's actions.

Rather, it's not possible to shoot over them. An Astroid counts as a 1-level obstacle occupying the entire cell.
