Rather, it's not possible to shoot over them. An Astroid counts as a 1-level obstacle occupying the entire cell.

Can I stack them ontop of eachother totem pole-style?

What would happen if I used my jump jets to fly over an enemy mech, then allowed myself to fall ontop of them?

You would crash, as all mechs must be on the ground at the end of the turn, or they fall and die(crash).

I think he's asking if he can suicide bomb, which I'm thinking is a "no" - it would be stupidly overpowered for the Mercenaries who could just have all their Grunts creep over and then suicide bomb.

I did this with my last unit, for humorous effect. Yes, there is no damage from a falling Astroid.
