Man, your strategy is so much more involved than mine.  Even at my most compassionate, I consider shanty-towns a natural state of residence for people without incomes.  I've never had an island with no shacks.

Theses are sadly questions I can't answer... This is actually my first time playing. XD

we must have industry. everybody must have a job. everybody must have an house. we must get lots of money to spend.

those are our goals.

also, education! let tropicos learn, so they can work in industry!

Well they make it IMPOSSIBLE for the United states to invade for one. They have been foaming at the mouth since we shot Mainiac for one.

Tell them to come back another time.

We can exploit their military contract once the time is right.

Another reminder is what happened in Cuba.  Once the Russians started putting up missiles, America went psycho!
