Another reminder is what happened in Cuba.  Once the Russians started putting up missiles, America went psycho!

Yeah, but Tropico doesn't work that way.

America will invade any time if you piss them off, especially if there's an American military base present (need to defend it).  But if there's a Russian base on the island, they can't do squat (no Kennedy's in this game).

Because your island is so far away, Russia will only ever invade if you already have a Russian military base to protect and then manage to piss them off somehow.
