record keeper doesn't do any work? (Trying to crosstrain)

So I have one of my soldiers-to-be set as the record keeper. He took over at least 2 seasons ago, probably more like 3. He still has NO skill in organizer (or whatever it is). He does have hauling tasks enabled, and spends all his time hauling. Under the noble screen setting for the record keeper, it says he has done enough work to have highest precision. It has said that since long before he took over from the original record keeper...

Is there anything I can do to make him do some updating stockpile records work? If not, I'll just switch him out to the mining troop or something, and reinstate the mayor as the record keeper.

I'm fairly sure Recordkeeping can be 'finished' permanently. For troop training, though, I'd recommend some screw pump gyms and a steady rotation of the fort Manager position.

Once most of my fort is mined out, I'll swap over to screw pumps for at least some of the dwarves. Right now it is nice having 10 miners, all training up relatively quickly. Only downside is loss of gems/ore when they don't mine it out properly.

I guess if I micromanaged some more, I could undesignate "good" rock, and leave it until later.

Eventually I'd like to have:
 - "Reserve" miners who are legendary miners, normally just hauling things. When I need to mine out ore or gems, I'll swap on mining for them, and off for everyone else.
 - "Training" miners, who will be soldiers or siege operators later. These miners will be my exploratory mining crew.
 - Screw pump gym for other soldiers
 - I suppose I could add in a manager rotation as well.

I do a bookkeeper in rotation, in addition to the pump program.  I keep "pump operator" activated as well, since bookkeeping is a high(er) priority job. I keep them in just until they hit Legendary or thereabouts.

They need their own chair (in the center of the designated meeting area), and that's about it.  But as they're near legendary, they do the job faster, so the time spent becomes shorter and shorter.

I hate to lose gems/ore - you should still get a warning that "You've struck blahblahdimite", and you can work away/around that area at that time. 

Experience is based on the work done, not the material cleared.  If you have a soil layer, you can mass-designate that (looking at the grass on the ground above to make a good guess where the stone starts/stops), and first build all up-stairs, then clear those <d, z>, then build all down stairs for a quick triple use of the space in less time than it takes to just <d>ig stone.  Sand/soil rarely has gems/ore (it can tho').
