My setup right now is I have a little tower (only 3 z-levels above ground).

First floor:  Unused (grass)
Second floor:  Beds, assigned to each military dwarf and each one declared a barracks (12 dwarves/beds in all, and the room is roughly 20x20)
Third floor:  Nothing atm, fortification walls.

Yet none of my military dwarves (currently all Champion wrestlers, working on acquiring maces atm) will spar.  What's up?

I usually only have one barracks.
They need to be in the same squad too.

Beds, assigned to each military dwarf and each one declared a barracks (12 dwarves/beds in all, and the room is roughly 20x20)

Try un-designating all the beds then designate 1 single bed as a room (that covers the whole area) and set it to barracks. No need to designate the other beds. It may be overlap of owned beds/rooms conflicting with barracks space.

Failing that, un-designate all beds and build an armor stand/weapons rack and designate the barracks from that.

They need to be in the same squad too.

They don't need to be in the same squad to spar, its usually recommended against because then they only spar when the leader is sparring.
