Yes.  Doesn't matter if the ramp is actually defined by the upper level or the lower level - if both aren't working, it fails.

a ramp is in fact defined by the lower level. if a dwarf is standing on a ramp tile, they're standing on the lower level. you can test this by making a corridor ending in a ramp:

WWWW walls
++vW +floor, down ramp
WWWW

now attempt to smooth the wall to the right of the ramp. it won't get done, cause your dwarves can't reach there.
