Dwarf with broken spine, gets out of bed when a strange mood hits

I had a dwarf with a broken lower spine, who didn't move from the hospital bed for seven years.  When he was taken by a mood, he got up and walked over to the workshop.  Should this happen?

This has happened to me as well.

As for whether it is a bug or not, I'm not sure, but I'm going with no. They should be able to use their arms to gain some limited mobility.
