I did try stealing from Vargas, but I got a stupid tonic, and I don't want to grind or rewind over and over for something I can buy later.

Technically, the catscratch attack is powerful because it multiplies your attack power by 4.

Gau has a ton of great attacks, a lot that only he can do, the attacks require no MP, are fast to learn, AND he gets these attacks earlier than any other character or before any character can do anything better. Ontop of that, it's possible to get him a piece of equipment called a snow muffler that increases his defense to 255, the absolute maximum, and makes him absorb ice attacks.

His biggest downsides are that once he's raged, you cannot control who to target, so if you need a certain target hit at a certain time, you better hope the RNG likes you. Also, Gau is not a specialist, and every specialist character will be able to eventually do what Gau can do, and better.

Wind God Gau is pretty nifty though.

Rewinding is glitchy anyway (if you mean the rewind key rather than going back to a quick save), it shouldn't even be on the table unless there's a dire emergency that you didn't quicksave for.

Let me tell you, I have my settings to keep something like 90 rewind states. I do this because I never make small mistakes, but very often make huge colossal fuck ups that I did a half-hour ago.

I've found that sometimes it doesn't restore the whole state - so you get messed up graphics for example - does that not happen to you?

What I've found is that SNES emulated games, FFIV in particular, relies very heavily on a seed that's basically determined before a battle even starts.  I've experimented with save-stateing prior to fights, and noticed that hit rates and damage totals match to the digit if performed in the same order each time.  Rewinding to retry a steal is probably pointless if you don't reload from before the battle completely.

Yeah - there's a well-known exploit of one of the RNGs (in this particular one, the seed is always the same at the start of every battle) - displaying certain effects changes the seed; using an echo screen will put the RNG from the start of the battle into a state which will allow Setzer's joker doom to be used (when it's normally only allowed 8 out of 256 times based on the RNG)

Although - you were specifically told to grind up levels on the river - If you don't want to, how about sending someone else the save?

Actually, no - it's probably for the best - now you can micromanage what espers to equip to what characters at each level up to max out their HP/MP.

So what does "Ultros" has anything to do with the plot?
