Stones won't be moved or used, tried almost everything.

Ok here's the problem, my fortress got overrun I had 2 dwarves left after a siege and decided to abandon and reclaim. Took a year to clean up the mess and when I can finally continue building the city walls(I work aboveground) I get a few spots of wall that can't be made because a few stones are blocking the places.

I reorderd the building of the walls 1 by 1 didn't work

I tried dumping the stone, I made sure refuse gathering was put on outside aswell.
Didn't work

I am not building any workshops or anything else that could be using up my stones.

I tried building the walls and to my great surprise, the closest stone was not 0 tiles away, the game acts as if the rocks don't exist.

What the hell is going on and what can I do to fix it?

Forget about the following, apparantly I forgot to reclaim the two workshops, didn't know you even had to   ::)

Great! channeling under it seems to have worked.

New problem, same issue but now with a workshop, I issued it to make bolts, people stayed idle, I issued it to be removed people are still idle.

The job of removing does pop up in the job manager but no one does it.

It's made out of wood so it should be destroyable in some way but is there an easy way to get rid of it?

Well, you could try the channeling thing.  But the problem is, this stuff is caused by a bug, so the best you'll find is partial workarounds.
