I do seem to recall someone saying that if a creature lands on top of another creature, it takes no fall damage(though the cushion tends to get turned into hamburger.)

The water drop idea reminds me of the High Density Gas from the Final Fantasy: The Spirits Within movie.(The first CGI one with the cheezy spiritualist theme, not the newer half-sequel to FF7.)  That was one of my favorite science-fantasy aspects of the movie, and I've been trying to come up with a reliable shock troop delivery system like it since then.

how about stuffing a dwarf into a net of kittens and trusting in Armok that the sacrifice of mere fleabags is enough.

HHHH a bunch of hatches in the floor rigged to a lever

End result = Dwarven drop pod, with dead goblins and kittens.

Wonder if that would work.

I thought that fall damage worked the other way around involving cushions. The thing that fell gets pulped, but whatever it falls onto is only stunned.

Creatures will cushion landings.  So, retractable bridge over some kittens in a pit with ramps.  Open bridge, drop stunt dwarves and you should be good.

From experience i can tell that the cats may disassemble into tiny pieces before THEY hit the ground, resulting in a lack of cushions for the dwarfs.

So maybe a double load of kittens to increase the chances of survival, or kittens that have been trained to be extra-tough so they survive the crucial 3 frames after crashing into the ground.

I can totaly see a bunch of kittens and dwarfs (and some goblins) crash trough the celling of a dwarfen meeting hall and then continue there way downwards though the fort.

While two dwarfs look down the so created crater one says to the other
"Sometimes I think we should not pray to the blood god. He seems to hear us."
The other dwarf cant reply since a flying cat limb hits him and knocks him down the pit and a over motivated Architect shows up "Did it work, did it work?!?"

Oh, how about a water tower with a floodgate at the bottem,and you send your military swiming at the top of the massive drop, only to pull the water out from under them, sening them to the bottemof the tower?

But then wouldn't the limb have to be flying from behind him?...

Exactly, its DF. He may have dodge-ed it because he gained more aglity from talking to the guy next to him. You never know.
