Just to clarify early on I'd like to ask a few questions.

1. Does this orginization answer directly to the president?

2. Are they allowed to take action without congressional authority?

3. What's the difference between a civilian orginization and a normal one?

4. What are the proposed duties of the orginization, are they peacekeeping or reserves in case of an emergency like a militia?

5. What are the requirements for membership, do you need a military backround or do they except raw recruits?

Yeah. I've known about this for a while, and the alarmists are wrong. It's not a civilian army, and it's not mandatory. The concept is that a person can volunteer to participate in the program that would do things such as disaster prevention and relief, charitable work, that sort of thing. Stuff that the already overstretched military is usually called in to do. Then, after doing the service, you are rewarded with a college scholarship.

He has spoken in the past of wanting mandatory service of 50-100 hours from kids (junior high and up). 

Sending your kids to unsafe places (like the stuff our "overstretched military" does, in dangerous places, which is why they do it, cuz its dangerous...) to do things grown ups should be doing.

I think you're missing the point. More broadly, it's an organizational system to hook people up with community service volunteer work that is rewarded with free college. That is not a bad thing. There are plenty of community service jobs open for teenagers. I know because did do that sort of thing in middle school when I was put in in school suspension, we had the option of doing community service work or helping non-profit organizations as an alternative to sitting in the suspension room for days on end.

What I was referring to, as far as stuff the national guard would be called into help with, is stuff people already in college would be doing. Stuff like helping with sandbagging in flood areas and the like, and for that age group maybe participating in the Meals on Wheels program that I used to help with,

It's  a scholarship program, not a method of exterminating the Jews.

And again, it's not mandatory.
