A Perfect Gem?

I recently had a Jeweler go fey, he grabbed a single Chrysoprase gem and began his "mysterious construction". Moments later he emerges with a "Perfect Chrysoprase"...What's the difference between a "Perfect Gem" and a Cut Gem?

The trick is to get someone in a fey mood to use the artifcat gem in Making another artifact!

 I do believe a perfect gem is a large gem, and is thus a trade good like mugs and instruments. You can also cover it with other gems if it was not an artifact.

Highly skilled jewelers will also sometimes make jewelry from gems, as evident by the several pairs of masterwork topaz earrings I have lying around.
