I have an unconscious dwarf who is missing the entire bottom half of his body (hips and below) and has a mangled throat.

Heal that.

I agree with the people who say that doesn't sound possible.  Failing that, I suggest renaming this dwarf Urist Murphy, and seeing about starting the RoboDwarf project.

Urist Austin, Axedwarf.  A dwarf barely alive.  Gentledwarves, we can rebuild him. We have the technology. We have the capability to build the world's first bionic dwarf. Urist Austin will be that dwarf. Better than he was before. Better, stronger, faster.

Heal that.

Screenshots, please. That is not possible without him dying instantly.

Screenshot of his wounds, and his legs (there are more dwarf chunks around them) as found elsewhere using the stocks menu.
As a testament to his extreme dwarf powers, in the two years following that screenshot the upperbody and right arm wounds healed completely, he remains unconscious and over exerted however.

Well, THAT is possible. You, however, said his entire lower body was missing. When that happens, it's instant death :)

His hips are 'lopped off.' Doesn't that count as his lower body being missing?

I think "Lower Body" is actually a part.  It's like the lower torso or something.  But I think it's distinct from the abdomen.

The dwarven economy is just a stand-in, from what I understand. As it is, it represents an actual economic system about as well as poison ivy represents a salad.

"Overide B-1 N-1!" I'd love to see a robodwarf violating every single one of Urist McAssimov's laws or Dwarbotics. To nobles who forbid the making of robotic dwarfparts: "Try mandating THIS!" And powergoal45 so needs to be implemented. Can you imagine the look on the goblin's face when it dawns on them that they're trying to sever adamantine arms powered by gears of adamantine? For bonus fun, give it to your wrestlers...
Can you imagine the possibilities for a dwarven adventurer decked out in full artifact adamantium armor, with adamantium weapon (artifact) and 4 artifact adamantium limbs? EPIC.

I think "Lower Body" is actually a part.  It's like the lower torso or something.
Correct. The torso for most creatures is in two parts - "upper body" and "lower body". This actually works out quite nicely for the likes of antmen, as ants have three distinct body sections: the head, the thorax and the abdomen...so the thorax is the "upper body" and the abdomen is the "lower body" for them.

His hips are 'lopped off.' Doesn't that count as his lower body being missing?
No. In DF anatomy, the hip is treated solely as the joint that connects the upper leg to the lower body...much in the same way that the knee is the joint that connects the upper leg to the lower leg. Your dwarf has only lost his legs.
See how at the top of the screenshot you've got "upper body" followed by "lower body"? His lower body hasn't been damaged at all. Severing the head, upper body or lower body will always result in instant death...strangely enough, even for multi-headed or multi-bodied beasts (e.g. a hydra has seven heads, but if one head gets cut off then the hydra will die)

There are three things I know about dwarves:
1. They've got beards. Even the women.
2. They're short. Especially the women.
3. They're Scottish.

It is pierced through entirely!

For that you might need spear hands
