So does this mean that underground creature populations won't die out over decades?

I think Toady is saying that a cave or w/e type of underground feature you see, that goes off map, will be replenished with life like local fauna aboveground (from off map). It doesn't really sound like little underground pool colonies are going to start breeding.

It's hard to say really without knowing what exactly a world-spanning underground feature is. Sounds sort of like a demon-pit/hell or an Underdark type area. If he just means "caves that extend past your fortress limits" though, it's mostly likely just wildlife migrations.Actually either way, it's most likely migrations of races that already populate your local feature.
