The only class other than the Leader who can use shotguns is the Attacker.

Why would we shoot the guy holding the hostage with a shotgun? We need a rocket launcher. After all, we don't want to miss.

Sorry, no rocket launchers in this game. There's a mini gun, though. But we can't get it until we beat the hostage mission.

There's a very powerful weapon hidden on the current map, though.
