How do I tell my dwarfs to ignore cleaning/loading my traps?

Mass forbid your cage depot? I take it you're trying to avoid dwarves running out into a siege?

That works for the cage traps, but what about the weapon traps?

(and my traps are in a long underground tunnel)

unfortunately I can say that this will definitely not work. traffic zones are never forbidden, no matter how high you set the cost. if a dwarf has a job somewhere, and there is any path at all to get there, he'll take that path, even if every tile along the way is marked restricted (they'll try to find the path with the lowest 'traffic' cost, but that's it).

Restricted areas are only good for making sure they don't trample your furniture stockpiles and keeping them from using the dangerous back entrance maze for daily activities.

Once your weapon traps are forbidden, they will require unforbidding after a siege to clean out any paper goblin jams.  "PC LOAD ROCK?  What the @#$% does that mean?"  For instance, I'm on a map where I am at war with the Elves (spring invasions) so I do most of my housecleaning and siege prep in the winter and summer.  Each time you see "summer has arrived!" make sure to unforbid your traps for cleanup; each time you see "winter is upon you", re-forbid them to be certain they'll work.

I believe that you can forbid a trap specifically by looking at it's components('t' view) and forbidding them...

You have to clean your traps to keep them working?  I mean I knew you had to resupply rock-fall and cage traps, but you have to do it for weapon traps too?  I've never noticed my traps not work because there are 2-3 dead goblins already sitting on them (goblins like playing hopscotch with my line of traps for some reason.)

Only if they jam.  And apparently it doesn't use the "cleaning" or "mechanics" labor so you can't even forbid them from doing it except by forbidding the trap (and I'm not certain that forbidding works!).  You can forbid them from reloading rock traps, forbid reloading cage traps, but a jammed weapon trap is like a GCS sock in a dragon's mouth dangling over magma: dwarves can't resist! 

"Huh, a jammed weapon trap out there, by all those elves who are getting slaughtered in weapon traps.  I'd better go clear that jam now that they're really angry and standing between me and the trap."

Weapons trap has a chance of jamming.  I think currently its 20% chance for each firing.

One of the toads decided to go for a swim in the moat - presumably because he could path through the moat to my dwarves. He is not charging in, just loitering in the moat.

The toad is having a nice relaxing swim.
The goblin mounted on his back, however, is drowning.

Also I think that a trap can cause something to leak to death after it leaves the trap, I suspect that that leaves no chance of jamming a trap.

You can tell if a trap is jammed by checking its contents, if a corpse is listed along with the weapon(s) and mechanism then the corpses is jammed in the trap, if it is just sitting on top of the trap then there is no issue. Actually, I think that a corpse that is jamming a trap is not visible unless you check its contents, so the trap with 5 corpses sitting on top of it may not be jammed, while the completely clear one might be attracting all your legendary growers.

It is probably best to just forbid all your traps when attackers first show up and reclaim them all when the danger has passed...
