Yes, infact, if you want to have a hanging waterwheel, I believe a gear assembly is the best(only?) choice.
Beware however, don't hook a lever up to the gear assembly that's holding the waterwheel, else it will break the waterwheel when you shut the gear assembly off.

I would assume you would put the waterwheel on the same z-level as the running water, but hey, it may not even work period. :P

Submerged waterfalls work and produce power.

Still, hanging waterfalls are the best option, anyway. You will need another gear assembly right next to the first assembly to start/stop.

Code: [Select]
WWWE
W**E
%<.E
W is wall, %< is pump, * is gear assemblies, . is open space, E's are waterfalls.  Connect a lever to the left assembly in this example to turn on/off.

Can you build a waterwheel on land? I never tried. If you can, I guess that would count as stable construction. No clue whether it starts spinning or not when you drop water on top of it.

I'd have said waterwheels can never be built as a "stable" construction, only as "hanging". But I could be wrong there.

I was thinking that if you made a hollow dam with floodgates on each end with waterwheels in the water channels, you could get all the power in the entire river, assuming you made a bunch of gears and axles leading to your fortress from beneath the dam.
