How much more do I have to do before I can become more powerful?
Do I have to use Teach Populace to teach beings of their innate powers, by which I mean: Do I have to use Teach Populace to show my shapeshifters how to shapeshift?

Archangel, you don't need to make crusaders. We already have paladins, which do the same thing. Doppelgangers would already know how to shapeshift, as a wolf knows how to hunt.

TO get the justice portfolio, preform a divine action relating to it, then use the gain portfolio element divine action.

You already evolve physically twice, and you must preform three divine actions before you can use the raise divine rank power.
