Dwarf Fortress Game

So, I was going to start the rule making process for a Dwarf Fortress Game. But I need help. Basically, everyone starts off with 7 dwarves with randomely generated jobs. Also, they have food, drink, and equipment. Every turn, you tell the dwarves something to do(i.e. if their a miner, you want them to mine), and you also get an event card(ambushes, carp attack, siege, moods, etc.). You keep building up your fortress, trading with other players, or attacking them.

But I need help with the material/event/equipment cards.

For an example...
Carp Attack!-Event Card
The river has been infested by carp! Your fishermen who are fishing are attacked by a Carp!

Tower Cap Log-Material Card
Your woodcutter has been busy cutting down trees. Wood.

Pick-Equipment Card
Your miner's favored tool, and a great weapon. Needed by Miner.

Cave in!-Event Card
Your active miners all have a chance of being injured or killed in a cave in. (Probably roll a die, 3 and 4 = injury, 5 and 6 = death)

So... do we get 7 dwarves each, or are there seven dwarves and we each get one and roleplay them? I'm confuzed.

Event card: vermin.
They eat some of your food and make it rot and smell bad.

Event card: feature
(when mining only) discovers a chasm, or warm rock, or an underground pool. Or something.

This sounds like it will be epic. A suggestion:

Fire Imp Strike-Event Card
(Die roll) A fire imp has appeared outside your fortress and has launched a fire ball, causing a massive forest fire! All dwarves outside suffer injury or death, impossible to do outside work for some turns. Requires a magma feature.

Megaproject collapses: All masons roll 1d6, 1-2, fun, 3-4, injury, 4-6, -2 morale. All dwarves suffer -2 to morale.
Requires active construction card with [megaproject] tag.

Megaproject attracts attention: Add 2 to all numerical values from the next event card with the [visitors] tag.

Megaproject floods/burns world: Ignore next event card with the [visitors] tag, outside dwarves roll for fun or injury.
Requires active construction card with [megaproject] and [water/magma] tags.

Megaproject activation: The next time you activate a megaproject, you do not have to meet the requirements for that activation.

Wrong lever: All activations in play trigger, requirements do not need to be met.

Is this supposed to be some kind of board or card game?

If so, I suggest you start with what you want the game to be about and then find a way to creatively simplify the gameplay. You can't make a board game with the same complexity as a computer game that anyone would be able to play. So there has to be some kind of abstraction in the way things are run.

For example..   maybe instead of having 7 dwarves with skills, equipment, etc. to manage, perhaps you should have one main dwarf with all the options and then 6 'simple' dwarves that you can order around to do your bidding.

I love the idea of having fortress mode themed events..   so cool.
