I'm not sure if this is a bug or not, but if a single seed in a planted farm plot is forbidden, all work on that plot freezes.  You'll never harvest the crop, and it'll just sit there for multiple seasons, like it's frozen.  Claiming the seed fixed it, and things proceeded as normal.  If it's intentional, it's really non-obvious.
