I thought the categories were:

Elite liberal - Fine
Liberal - Legal but stigmatised (not sure what this means - can you be attacked by rednecks for doing it?)
Normal - Misdemeanor
Conservative - Felony
Arch conservative - Crime on par with murder

That's what I seem to remember from my game, anyway.

That's how it's described in the issue flavor text. Moderate might be less jail time than Conservative, but they're both jail time. Arch Conservative risks the death penalty. Both Liberal and Elite Liberal have no penalty for burning the flag.

Nothing really however remember that the USA has gone through ebbs and flows of extreme Patriotism. So Burning the flag is considered so disrespectful that the person should be hanged.

Though I am over simplifying it as well... The people burning the flags were a group of people the general American disliked that weren't as abundant as television would lead you to believe.

Affecting the Freedom of Speech issue more Liberally. The more conservative flag burning laws, the more effective Flag Burning is. I think Flag Burning is also more effective if you are burning it while being seiged.

It's true that it's more effective to burn flags during a siege, but more than that, flag burning actually does nothing to public opinion unless it's done during a siege. And even then, it's not much, and the game never mentions it. Functionally, the primary thing flag burning does for you is criminalize everyone at the safehouse... assuming flag burning is illegal, that is.
