I found a perfect spot for a fortress - really great! River nearby, magma pipe open to the air just a stone's throw from my fortress, a small section between the fortress and magma pipe
made of bauxite that I can hollow out to make a Death Chamber for nobles, etc. All the amenities - even a tiny patch of sand.
Well, during attempt number one the world got set on fire and everybody died.
Except for me.
I fled the outpost and got some reinforcements. We came back to the now smouldering area with the intentions of building a wall to contain the menace. We slew the fire imps native to the magma pipe, and with haste began constructing the wall. Unfortunately, two of our own had been taken by the fell beasts. But then - woe! A Fire Man appeared and slaughtered everyone - except for me!
A small wave of immigrants arrived just in time to help me finish building the wall. I placed the last stone with all of them inside and, smoothing down the liquid compound I used to hold the wall in place, went whistling back to my outpost to commit suicide.
Now a third party has decided to attempt the fortress. The first thing I did, since the first generation had done a fine job of hollowing out the basics, was to mass-reclaim everything on every level, disable hauling for everyone important, and dig out a few more areas. I made a stockpile for the important stuff and re-enabled hauling once I had the things I needed, and everyone did thus haul.
Now my stockpile is full, and while there are still things to be hauled, I care little. I just want to finish the workshop area. But therein lies the problem.

There is a stone there, and the dwarves refuse to build a workshop there because it is blocking the way. They moved out all of the rest of the stones that were in the 3x3 area, but not that one. And though I've set it to be dumped and turned off all other labours for one of the dwarves, no one will dump it. I removed the dump tag and ordered the workshop built again, and no one will build it. There is a second workshop area on the other side of the corridor with the same problem - no one will dump the rocks or move them out so that a workshop can be built within. There are no other stones near the workshop (though there is a Craftsdwarf's Workshop next to it, and the craftsdwarf ignores that stone even when I have no tags set on it) that could be blocking the way.
I'm stumped.
EDIT: Okay, now I've actually sealed the craftsdwarf next door into the area and locked the doors, so he HAS to use that stone...but he cancelled the job instead. What gives? The stone isn't forbidden, it's in an accessible area, it's the same type (chalk) he's been using, and he actually stepped OVER it to get to another chalk stone before cancelling the job queue...
Lower left workshop, with the crosshair, is the culprit stone. The other stones in the doorways in the top row are forbidden temporarily.
