my masons wont build a still?

So I'm trying to construct 2 stills out of chalk (which i obviously have plenty of), but for some reason my masons won't commence the building.  Anyone have any idea how to fix this?

If I'm right its not your mason who builds the still but your brewer.

really? that's weird still, since i have a brewer. i dont know though, because ive been playing this game for only a total of a few hours.
