Items not being dumped nor refused?

I'm on my first fortress, Summer of the 2nd year.
I have one refuse stockpile outside of my fortress that works perfectly for animal bones and such stuff. I've also defined some Dump zones on each floor of my fortress (and one outside of it too).
The problem is that some time ago one of my dwarfs went berserk and was killed by one of my war dogs, resulting on a corpse and a "dwarf chunk" (that now is rotten too). The corpse was buried on a coffin but the dwarf chunk remains there and nobody wants to touch it. I've tried to dump it too, but also nobody wants to touch it. The chunk is on an open door, I don't know if this can be the problem.
The same happens on the kobold corpses on the field, although they are in dumped status no dwarf goes to move them. Nobody wants to clean their blood spats either.
I have dwarfs that are just sitting on the hall with "No Job" and I've checked and all of them have active the refuse, dump and clean abilities. ???
I've even tried to make something of the bones, but my craftdwarf says that there are no bones to craft
Any ideas?

you must have a dump area:
i for zones
make a zone
make it (through i) a garbage dump

blood splatters won't be cleaned i'm 99 percent sure

New question! If I were to remove elves [INTELLIGENT] tag in the raws, would it work?

yeah, I have defined such zones. The kobold corpses now are just bones but can't be used by nobody. Do I need to collect them somehow before they can be used?

Make sure that the area you designated can be reached. I've had that problem a few times where a cave in or a locked door made my fortress a pig sty

Somehow the rotten thing disapeared (but it isn't on any of my dump zones or refuse)
kobold bones are outside (a plain) and can easily be reached

Hi!

Things will slowly rot away, so there is nothing to worry about that part.

To me, it sounds like you have a problem with your orders.

Press 'o' and then check the 'r'efuse orders and the 'F'orbid orders. The latter could be involved in the problems you had with the dead invaders.

In your refuse orders, do you have "dwarves collect refuse from outside" turned on?
