That is one of the most flawed arguments I have ever heard. Water is actually not conductive what-so-ever. Seriously. It's the impurities in water that conduct stuff. Due to the special properties of water, they can form something which conducts electricity inside the water.

But that only applies to liquid water. Because gas can NEVER be conductive. It can't form one chain long enough to conduct anything. Not to mention that the impurities in water are no longer dissolved in the water and able to conduct.
