I'm saddened by this thread.  The MSPaint comic hilarity crumbles in the face of card game design.

card games are crap.
Demons of spluttering noises are awesome.

Am I correct in assuming that's drawn photoshop or a photoshop-equivalent in a short time period?

I'm not going to comment on the art, since it's obvious you don't care much for it. Instead, I might comment that the text in the fifth panel is confusing. It's easy to confuse the two speakers.
